In my official status as Admiral of the Fleet midshipman McDorf, I can assure you that the only Admirals on the Navy Board are either retired or have gone to Fiddler's Green. if you have trouble paying your share of the MESS BILL I advise you to apply to your own Captain to grant you a loan via the Purser.
