To answer your first question, John:

You are right that step two is the angle that the wind is hitting the AI ship. The yellow/orange arc behind the ships is considered part of the green arc for purposes of card selection.

I forgot that the original base card arcs are red, orange, and green. I've redone all of my base cards and my printer doesn't do orange well.

Thanks for trying my system. I'll lay out my ships and see if I get the same results movement-wise, and give you any further feedback.
