Probably breaking 'em up in situ and hauling 'em up and away a piece at a time--they're doing the same to Prince of Wales and Warspite despite both being legally protected war graves.
I say, find out who did it and seize every asset they have as Proceeds of Criminal Activity--and I'm usually as hostile to the practice of Asset Forfeiture as it gets.
And lay minefields over the wrecks.
