I would say that is about the maximum number of ships that I would want to field on a single mat Salem, although it depends to some extent how good your captains are at keeping a Battle Line intact.
You should be O.K. at up to that many.

I agree Rob and also what type of action you are intending to do, ie: running fight, line v line, shore or fortress action.

And how about damage counter sets? Is there a good ratio for ships in play to damage sets?
Personally I use two sets.

I prefer two gaming mats for 4+ games.
One damge counter set was enough for 6 big ships (2 x 1st rates 4 x 3rd rate).
I think you need a second one for more ships.
