Default who had better crew/sailors/captains the French or Spanish ?

It's well known the British had the best people in the age of sail but who was better out of the Spanish and french? Ship wise the French but crew wise were the Spanish better? Napoleon considered the Spanish commanders better.

In my oppinion, the British Royal Navy was the most professional in general during the napoleonic wars. They had good ships, very good captains and experimented crews. The Spanish Navy had good ship designs and very experimented captains like Gravina and Churruca, if we put an example, but the crews was the problem. The replacements system and the military instruction were terribly bad. That was the big problem during the combats because you can not win using only valor. The French Navy had good ships and decent crews but bad captains. That was the big problem in the organized French Navy. Napoleon said that the Trafalgar result could have been another with Gravina in command.
