My pool of chits is the same as Chris's.
No need to worry about them going back until after the game ends.

Return Chits at the end of each Turn
Return Chits only after a ship is sunk, or out of the game
Once drawn Chits remain out of the pool
Each player draws in turn, then returns Chits after damage recorded
