Frankly, I'd bet on 1817 HMS Trincomalee before USS Pennsylvania--the USN was a statistical minority of both the hulls and tonnage of the world's warships of the time, and while Trincomalee is post-cutoff she also still exists today as a museum.
As modelers and modders I don't think we necessarily have to cut off the ships at 1815? The US was a minority player for sure, but if I'm going to kitbash a ship I'll choose this:
