Right--I'm not even talking about nationalities, just sizes of ship here. Can't tell you much about expansion nations, but I CAN tell you they have been the subject of discussion and research (and MUCH argument)...
The idea is, narrow a Wave slot down to a rating, then to a nation, then to a sculpting class, and then finally to names on that sculpt. Think of it as a little like how you distill moonshine... :)
