Man, I would like to vote for the Austrian navy, but they had what? Four frigates and two brigs? No, I am liking the Russians and hope the Turkish ships are not to far behind in the production schedule ;)
after thinking about it, I like them all, but for a good game on a normal table it`s England and France.
I have always enjoyed rooting for England during this period, but as I read more about the War of 1812, I am growing to appreciate/respect the U.S. Navy more. However, given the choices, I'm for England.

Spain had a very important navy in Napoleonic times. Also, do not forget Holland and the U.S.A..
Right after the Spanish I'd like to see the Russians who had huge navies who fought the Swede & Danish in the Baltic and the Turks in the Black Sea.
